Decide each notification's trigger, audience, channel, urgency, timing, repetition, required content, action, privacy exposure, and opt-out behavior.

## Usage note

Send a notification only when interruption provides user value or fulfills a necessary obligation. Do not create artificial urgency, duplicate channels without purpose, or expose sensitive details on a lock screen.

## How to use this template

1. Inventory events and define the user need, consequence, urgency, and current-state source.
2. Decide whether to notify, then select channels, timing, batching, expiry, and suppression.
3. Draft privacy-aware content and an authenticated action that reflects live state.
4. Review consent, accessibility, localization, security, frequency, and cross-device cases.
